May 29 pledge update

After last night's school board meeting, I thought that maybe I should shut down the online pledge form.

I am glad I didn't. Thank you so much to the families who have continued to pledge, especially the Lydiksen families--9 new pledges from Lydiksen since last night's school board meeting! Great job in spreading the word at Lydiksen! :)

We have now surpassed $40,000 in pledges from more than 100 individuals and families for 2nd grade CSR!

If this trend continues, it looks like I will need to go back to the school board on June 4 to provide an update about our pledges and community support for CSR!

Report: May 28 school board meeting

Public comment
Thank you to the parents who attended tonight's board meeting, and a special thank-you to the parents--Ryan Zollner and Stacey Luther from Donlon and Sharolyn Borris, Julie Frey, and Leena Joshi from Walnut Grove--who shared their CSR stories during the public comment period.

As I promised, I presented our pledge campaign results to the school board and asked them to add a future agenda item to the June 4 meeting to discuss options regarding the restoration of elementary CSR beyond 1st grade. The full text of my public comment is available on this blog.

Budget report
Most of the parents left after the public comment period, but a few of us stayed until the end. I was curious to hear the budget report from Deputy Superintendent Luz Cázares and wondered if she would mention funds for CSR or if any of the board members would ask about possible funds for CSR. They didn't mention anything about CSR.

Future agenda item?
I then wondered if any of the board members would honor my request for a future agenda item regarding CSR at agenda item 15.1 "Board Reports and Requests for Future Agenda Items." Again, none of the school board members mentioned CSR.

So...I'm guessing that elementary CSR will not be an agenda item at the June 4 school board meeting. We will know for certain on Thursday evening when the June 4 agenda is published online.

What now?
If you would still like to ask the school board to explore the possibility of restoring elementary CSR beyond 1st grade this fall, please email the school board and let them know. Ask them to put elementary CSR on the agenda for the June 4 meeting.

My public comment at the May 28 school board meeting

Thank you to everyone who came to tonight's school board meeting, and an extra thank-you to everyone who spoke and asked the school board to restore elementary CSR.

For those who are interested, here is the text of my public comment:

Trustees, Superintendent Ahmadi, and Cabinet, my name is Emmeline Chen, and I am a parent of two children at Walnut Grove Elementary School.

First, thank you for your May 14 decision to fill in the funding gap for 1st grade class size reduction this fall. I know that all of you value education and understand the importance of smaller class sizes. On behalf of many parents of entering first graders, thank you for publicly recognizing this importance through your support of 1st grade CSR.

I would also like to thank PPIE and all the parents, teachers, and community members who supported and contributed to the 1st grade CSR effort.

At past school board meetings, I asked you to consider not only restoring CSR for 1st grade but also restoring elementary CSR completely for grades K-3.

Now that 1st grade CSR has been restored for the coming school year, I would like to again ask you to consider restoring elementary CSR completely, beginning with 2nd grade according to the CSR program priorities listed in the California Education Code.

Following the May 14 school board meeting, I received multiple requests to join my CSR email list, was informed that parents at other school sites had been unaware of our CSR advocacy efforts, and was asked repeatedly whether there was any possibility to reduce class sizes in other elementary grades for the coming school year.

Based on this feedback, I started wondering if our community could work together to accomplish even more. So last week I began a fundraising pledge campaign for 2nd grade CSR for the upcoming school year.

In one short week, we received more than $37,000 in pledges for 2nd grade CSR from 94 families, teachers, and concerned community members, with support from all 9 Pleasanton elementary schools.

Although we focused on 2nd grade CSR since it is the next eligible grade to receive additional state CSR funds, we also received almost $7000 in pledges for kindergarten CSR and close to $5000 in pledges for 3rd grade CSR.

I am reporting these numbers to you to communicate the high value and priority that our community places on elementary CSR. These numbers and the feedback that I have received from other parents are further supported by the results of PPIE’s Parent Survey in 2012. This survey found that 74% of elementary parents ranked classroom sizes as one of their top 3 priorities.

This past Friday, I met with Superintendent Ahmadi and Ms. Cázares and was told that at present, the district is unable to reduce elementary class sizes beyond 25:1 in 1st grade.

However, I was also told that they are waiting to learn the details of the California state budget. From my research about Governor Brown’s proposed budget, the new budget may grant additional flexibilities regarding the use of formerly categorical, restricted funds.

I would like to respectfully request that the Trustees add a future agenda item to the June 4 meeting to discuss options regarding the restoration of elementary CSR beyond 1st grade. I would also like to ask the Trustees to commit to exploring creative options for restoring elementary CSR in the 2013-14 school year and beyond once the California state budget has been approved by the California state legislature.

Thank you so much for your attention and for considering my request on behalf of elementary parents, teachers, and concerned community members. Most of all, thank you for caring for our kids and for your commitment to provide equitable opportunities for all students.

May 28 Pleasanton school board meeting -- please come to support CSR!

The agenda for the May 28 Pleasanton school board meeting has been published, and elementary CSR is not on the agenda.

Therefore, I will present our CSR pledge campaign results to the school board during the public comment time, which is estimated to begin at 7:15 p.m.

Please come join me at the school board meeting to show your support for elementary CSR. Please also consider submitting a blue public comment card and asking the school board to meet the funding gap for 2nd grade CSR, and if possible, go even further and restore K and 3rd grade CSR as well.

Please note that the board cannot respond to or act upon any issues raised during the public comment period. We will need to ask the school board to add a future agenda item to vote on the possibility of restoring elementary CSR. There are three more board meetings for this current school year: May 28, June 4, and June 18.

Attendance at the May 28, June 4, and possibly the June 18 school board meetings is crucial if you would like to see the complete restoration of elementary CSR.

A conversation with Superintendent Ahmadi

Yesterday I received a call from Pleasanton Superintendent Parvin Ahmadi. She asked me to meet with her at the district office. A fellow CSR supporter accompanied me to the meeting, and we spoke with Superintendent Ahmadi and Deputy Superintendent Luz Cázares for a little under an hour.

Superintendent Ahmadi told me that she had seen some of my emails about the 2nd grade CSR pledge campaign and wanted to clarify the school district's efforts in class size reduction to make sure that I had all the facts.

No extra district funds for 2nd grade CSR
The basic take-home message is that the district does not have any extra funds to be used for further class size reduction efforts.

The superintendents said that the $2.5 million in one-time funding from the state, reported by Ms. Cázares at the May 14 board meeting, is earmarked for Common Core implementation. They also stated that any funds in the current budget for Common Core were taken from other restricted funds (e.g., Title I) that cannot be redirected for CSR.

In addition, the superintendents said that there are no extra funds in the district reserves. They said that the money held in reserves include funds mandated by the state and $2.9 million for 20:1 K-3 class sizes in 2014-15.

Background about CSR funds and "flexibility"
As described in this EdSource.org article, "Class size reduction program continues to unravel," California's CSR program began in 1996 and offered schools a generous subsidy of $1,000+ per student if they maintained class sizes of 21 or less.

However, in 2009, the California state legislature gave districts the right to increase class sizes to 25 or more while still receiving 70% of the CSR subsidy. This EdSource.org chart shows the penalties faced by school districts for increasing class sizes. There is a 30% penalty for class sizes greater than 25 and a 20% penalty for class sizes greater than 23.

Because of this CSR flexibility, many California school districts, including Pleasanton, have chosen to raise K-3 class sizes and use the CSR subsidy for other district needs.

Expiration of CSR flexibility?
This flexibility is set to expire in 2014-15. At that time, if the current law holds, school districts must again reduce K-3 class sizes to 21 or less if they wish to continue receiving the CSR subsidy of $1,000+ per student.

In anticipation of this flexibility expiration, the Pleasanton district has planned for 20:1 K-3 class sizes in 2014-15 and has placed $2.9 million in reserves.

New CSR target of 24:1 in 2020-21
However, if the current law changes, anything could happen. In no way are 20:1 K-3 class sizes guaranteed for 2014-15.

In fact, according to this EdSource.org article, "Brown budget could increase class sizes...," Governor Brown's California state budget proposal calls for phasing out CSR. In his state budget proposal, the new target goal for K-3 class sizes would be 24:1....beginning in the 2020-21 school year, 7 years in the future.

The governor's budget proposal calls for incremental class size changes each year towards the 24:1 goal in 2020-21. Ms. Cázares explained that this could mean dropping class size ratios from 30:1 in 2013-14 to 29.X:1 in 2014-15 and then continuing to inch down each year until the district hits 24:1 in 2020-21.

To me, this seems like an awfully long time to wait for CSR. Unfortunately, under this scenario, the children currently entering 2nd and 3rd grade this fall would miss out on CSR altogether.

Too late for budget changes?
Both superintendents emphasized that it is very late in the school year to be making changes to the budget for the coming fall. They told me that the typical budget is developed in January and finalized in February. They said that any fundraising efforts should ideally occur in the fall for the following school year.

However, looking back at school board news in previous years, I noticed that the school board's decision to restore K-3 class size reduction at 25:1 for the 2011-12 school year was made at a special board meeting on June 3, 2011. (See the June 4, 2011, Pleasanton Patch article, "School board restores $2.4 million in programs.")

So last-minute budget changes have happened in the past, although they are not preferable.

New board meeting on June 4, 2013
I also noticed upon rereading the published agenda for the May 28 board meeting that the board meeting calendar has been changed. A previous "board study session" on June 4, 2013, has been changed to a regular board meeting.

This means that if the board agrees to add an agenda item regarding elementary CSR, the board could add it to the June 4 agenda and discuss/act on restoring elementary CSR at that point.

What now?
To be honest, after meeting with the superintendents and talking with some CSR supporters, I thought perhaps it was time to abandon this pledge campaign and put it on "pause." I even started drafting communications expressing such last night. But something held me back, and I couldn't find the right words. So I went to sleep, exhausted from this week's efforts of late-night blog posts and pledge campaign efforts, and decided to write something in the morning.

Today, I have been researching CSR and California state policies all day. I have also called various CSR supporters for their input and thoughts.

The Pleasanton Patch and the Pleasanton Weekly have both published articles about our grassroots CSR pledge campaign, and both announced that parents will be at the May 28 board meeting to ask the school board to put CSR on the next meeting agenda.

I have also received additional pledges--not many (which is understandable, considering that this is a 3-day holiday weekend for most people)--but enough that I feel a certain responsibility to carry out my commitment to all of the CSR supporters and present their pledges to the board.

So I am still planning on attending the May 28 school board meeting. I will still present the results of our pledge campaign, and I still think it would be helpful if we had more pledges from all 9 elementary school sites to report so that we can demonstrate broad district-wide support for CSR.

I will ask the school board to add elementary CSR to the agenda for the June 4 meeting and will ask them to consider possibilities of funds, depending on the results of the governor's final state budget, which supposedly will be published in June but may take longer, depending on the California state legislature's approval process.

I would still appreciate support from other parents, teachers, and community members at the meeting, but naturally, it is your choice. I understand firsthand that attending school board meetings is difficult, especially for parents of young children. At least one or two other parents have told me that they will accompany me at the May 28 meeting. If you choose to do so as well, I would like to thank you in advance for your support and ask you to consider sharing your own stories during the public comment time at ~7:15 p.m.

Note: In a previous email communication, I made a mistake. Cards for the public comment times are blue; cards to speak about a specific agenda item are yellow. Sorry about that--I'll chalk it up to one too many late-night email compositions.

What do I expect to happen?
Honestly, 2nd grade CSR will probably not happen this fall unless one of three things occur:
  • Our pledge campaign takes off exponentially with an 80-100% participation rate of 1st grade parents at all 9 elementary schools, and I am able to present the school board with $325,000 in pledges to cover the entire cost of 2nd grade CSR.
  • Some company or wealthy donor steps in and magically offers to cover the cost of elementary CSR.
  • The governor's state budget is approved and published early and includes provisions and funding that make CSR possible.

None of these options is especially likely, but we can always hope (and we would be most grateful for any corporate or private major donors!)

Welcome!

I'm a mom of two girls, a kindergartener and a 3rd grader at Walnut Grove Elementary School. My husband and I purchased a house in Pleasanton in 2003, largely because of the wonderful community and the stellar school system.

We were sad that our older daughter entered kindergarten at the time of the California budget crisis, and K-3 class size ratios rose from 20:1 to 25:1. We were even more dismayed this past year when the class size ratios rose even higher to 30:1. I have observed firsthand the difference made by adding five more students to the lower elementary grade classes.

I am a supporter of the Pleasanton schools, and my friends and I are working together to advocate for the restoration of elementary class size reduction (CSR). In an ideal world, we would love for class size ratios to return to the pre-2009 levels of 20:1, but for now, we are simply asking for them to return to 25:1.

I was excited when the Pleasanton school board voted on May 14 to restore 1st grade class sizes to 25:1 for 2013-14. This was the culmination of much fundraising work by Pleasanton Partnerships in Education, and the school board unanimously voted to meet the funding gap.

After the school board's vote, I was tempted to end my advocacy for CSR. However, I have received multiple requests to join my email list, have been informed that parents at other school sites were unaware of our CSR advocacy efforts, and have been asked repeatedly whether there is any possibility to reduce class sizes in other elementary grades for the coming school year.

I began to wonder if we could work together to accomplish even more. Three school board meetings (5/28, 6/4, and 6/18) remain in this school year, so we have three more opportunities to advocate for elementary CSR for the fall.

To this end, I have started a fundraising pledge campaign for 2nd grade CSR for the upcoming 2013-14 school year. Please join me in this effort, and invite your family and friends to join as well.

FAQ #1: Why 2nd grade CSR? And why now?

According to the CA Education Code, school districts must first reduce class sizes in 1st grade (then 2nd grade and then 3rd grade or K) to receive CSR funds from the state.

The following text is from the CA Dept of Education's website: "Education Code Section 52124(b) establishes the order in which the grade levels at a school site must be reduced when implementing the CSR program. If only one grade level is being reduced at a school site, it must be first grade. If only two grade levels are being reduced, they must be first and second grades. The 'first priority" grades are first and second grades, while the 'second priority' grades are third and kindergarten."

Now that the school board has agreed to reduce 1st grade class size ratios to 25:1, we can start working on 2nd grade CSR. If we wait until next year, we will have to start all over again with trying to raise funds for 1st grade CSR before 2nd grade CSR.

FAQ #2: What about 3rd grade and kindergarten CSR?

As I mentioned in FAQ #1, according to the CA Education Code, 1st grade and 2nd grade classes must first be reduced to 25:1 before the state will allot funds for 3rd grade or K CSR. However, I would be happy to compile a list of names, schools, and pledges for 3rd grade and kindergarten CSR as well. Just visit the online pledge form and let me know which grade you are willing to pledge for in the event that 2nd grade CSR is achieved.

I would love to report at the 5/28 school board meeting that we have $X in pledges for 2nd grade CSR, $Y in pledges for 3rd grade CSR, and $Z in pledges for K CSR. This would strengthen our message to the school board regarding the broad support and desire for elementary CSR in Pleasanton. Perhaps then the school board would be willing to dip into the reserves ($4.9M--I was corrected by a parent--thank you!) or into the $2.5M windfall in one-time funds from the state, as reported by Asst. Superintendent Luz Cazares at the very end of the 5/14 board meeting.

FAQ #3: Isn't the Pleasanton school district planning on restoring K-3 class size ratios of 20:1 in 2014-15? Why the continued push for CSR next year?

The school board has indeed announced plans to restore K-3 class size ratios of 20:1 in 2014-15. These plans are based on the assumption that the district will no longer have "flexibility" to use state CSR funds for other purposes. (This flexibility to repurpose CSR funds was granted by the state in 2009 because of the CA state budget crisis; this flexibility is set to expire in 2014.) However, if the state issues new guidelines that extend this flexibility (which is extremely likely), I believe that the district will reverse these plans and will not restore 20:1 class size ratios in 2014-15.

We need to continue communicating our displeasure regarding class size ratios of 30:1 for K-3. At the 5/14 board meeting, Trustee Jeff Bowser said that no parents showed up at last year's board meeeting when the trustees voted to increase elementary class sizes to 30, giving trustees the mistaken impression that elementary parents did not care about CSR.

In fact, the news spread behind the scenes last year was that 30:1 class size ratios were a done deal for K-3 and that no amount of advocacy would change this decision. In hindsight, we probably should have turned up at those meetings anyways (and I have heard, contrary to Trustee Bowers's statement, that some parents did go to those meetings--thank you to those parents!) Perhaps we could have made a difference last year if more of us had shown up. In any case, we are learning from the past, and we have learned that we can make a difference. Please help us to continue in this CSR advocacy effort!

Perhaps we should also ask the school board point-blank if they will hold to their plans of restoring 20:1 class size ratios if the state renews the flexibility to repurpose CSR funds. Perhaps this added accountability will make a difference as well. (For the record, I would be over the moon if the school district actually carries out its plans to restore 20:1 class size ratios in 2014-15 and subsequent years. May it be so!)

FAQ #4: How much will 2nd grade CSR cost?

The cost to reduce class size ratios to 25:1 for one grade level across the district is $325,000. This is less than the actual cost because the state will contribute funds.

$325K seems like a huge figure, but if we divide it by contributions of $350 (Pleasanton Partnerships in Education's [PPIE's] suggested giving amount per elementary child), that equals 929 contributions. Divided among the 9 Pleasanton elementary schools, that's ~100 contributions per school, or the equivalent of all parents in the 3-4 1st grade classes at each school site.

Note: Educational foundations in other communities have a much higher participation rate than in Pleasanton, and many request amounts greater than $350. For comparison, here are some of the suggested contributions per student: Livermore ($365), San Ramon ($350), Walnut Creek ($300), Moraga ($750), Lafayette ($800), Palo Alto ($800), Los Altos ($1000), and Mountain View ($500).

FAQ #5: How can I help with this CSR pledge campaign?

(a) Submit your pledge amount. Prior to the creation of this blog, I asked individuals to send me emails with their names, pledge amounts, affiliated school sites, and whether or not it would be okay to publish their names as CSR supporters.

However, thanks to my husband, I can now direct would-be supporters to fill out an online pledge form.

(b) Please spread the word about this pledge campaign by forwarding the URL for this website (http://pleasantoncsr.blogspot.com) to other parents and concerned community members:
  1. Parents of current 1st graders.
  2. Parents of current kindergarten students (I have a special message for them below).
  3. Parents of current 2nd graders who might be interested in pledging for 3rd grade CSR (even though we will not be able to act on 3rd grade CSR until 2nd grade CSR is achieved)
  4. Parents of incoming kindergarteners who might be interested in pledging for K CSR (even though we will not be able to act on K CSR until 2nd grade CSR is achieved)
  5. Parents at other elementary school sites. (Some of you have noted that Walnut Grove has been heavily represented at the board meetings; we would love to see increased representation--both in this CSR pledge campaign and at board meetings--from the other elementary schools.) Please use your connections through sports/dance teams, scouting, coworkers, neighborhoods, and other community organizations.
  6. Business owners, especially realtors, and homeowners in our community who have a vested interest in sustaining property values through high-quality schools.
  7. Grandparents, friends, neighbors, coworkers, and anyone else you can think of!
  8. Parents of older students (I have a special message for them below as well).
Special message for current kindergarten parents who have not already contributed to PPIE

I want to especially encourage current kindergarten parents to pledge towards the 2nd grade CSR campaign. Perhaps you did not contribute to the PPIE Giving Fund because you were unsure of where the money would go. Perhaps by the time you realized that 1st grade CSR was a true possibility, the deadline for the Giving Fund had already passed. I understand--really, I do!--but I am going to be brutally frank: If you are a parent of a current kindergarten student and did not donate to the PPIE Giving Fund this year, other people paid for your child to have smaller class sizes in the fall. You now have an opportunity to pledge to do the same for the current first graders. Please do so if you are able.

Special message for parents of older students

While I know that for many of you, CSR is no longer on your radar as your children grow older, I would like to encourage you to make a pledge for 2nd grade CSR.

During the 1st grade CSR efforts, I was most impressed by the parents who donated their time and funds even though they do not have children entering 1st grade in the fall. One parent told me, "Well, my kids had class size ratios of 25:1 in 1st grade, and I would like to help other children have that same opportunity."

Would you consider making a pledge for 2nd grade CSR so that other children can have the same 25:1 class size ratios in 2nd grade as our children did? And would you consider forwarding the URL for this website to other parents of older elementary children--especially those at other school sites--and asking them to do the same?

FAQ #6: I support elementary CSR, but I already gave money to the PPIE Giving Fund this year, and I'm unable to pledge more. What can I do to show my support for this pledge campaign?

Thank you so much for contributing to our schools and for supporting elementary CSR. Please fill out the online pledge form and simply indicate that you are already a Giving Fund donor. I am planning on compiling a list of CSR supporters to present to the school board and would like to recognize all CSR supporters, including those who have already donated, and the level of support at each school.

FAQ #7: I can't give/pledge $350 per child. Can I pledge a smaller amount?

No problem. Please pledge what you can using the online pledge form. However, I'd like to challenge you to add up how much you spend each month on your children's extracurricular activities (e.g., sports teams, art/music lessons, dance, afterschool tutoring) and consider pledging an equivalent amount toward their public education.

FAQ #8: Where will this money go? Is it truly just a pledge?

If we are able to build momentum with this grassroots campaign, I will talk to PPIE representatives (please note: I am not officially affiliated with PPIE; I am acting on my own initiative, and PPIE cannot be held responsible or blamed for my long emails) and the school district to figure out the best way to collect the funds.

Perhaps PPIE would be willing to create a special account to hold our CSR funds. For now, I am just asking for pledges, but if the school district is willing to restore 2nd grade CSR (and maybe even 3rd grade or K CSR), all who pledged money will need to make good on their pledges, probably before the end of the school year--a mere four weeks away!

For corporate matching purposes, if the school board accepts our pledge funds, we will do our best to ensure that your donations are directed to the appropriate educational nonprofit (whether PPIE, a school site, or a school district) so that the school district can receive your company's matching funds.

FAQ #9: How soon do I have to submit my online pledge amount?

The sooner the better. I would love to have some hard numbers to present at the May 28 school board meeting--less than one short week away. It would be even more impressive if I can say that $X was donated by Y parents/community members in a week's time. Again, the total amount pledged, the number of participants, and the short timeframe will all hammer in our message that elementary CSR is a priority for our community and should be a priority for our school board.

If I don't receive very many pledges in the next week, I will probably shut this down and will not say anything at all to the board about this ill-fated campaign since it would be a little depressing and not-at-all helpful to our cause to report receiving a tiny amount in pledges when we have told the board repeatedly that CSR is important to our community.

So if you are a parent who is interested in 2nd grade CSR (or 3rd grade or K CSR), please, please, please submit your pledges ASAP using the online pledge form, and spread the news to others so that we can get some CSR pledge momentum going!

FAQ #10: How about you? Are you walking the talk?

I do not have a child entering 2nd grade (my younger daughter is in kindergarten, and my older daughter is in 3rd grade), and my husband and I have already donated $1000 to the PPIE Giving Fund with a matching corporate grant of an additional $1000 from my husband's employer.

However, because we care about our community and appreciate all who have already donated to PPIE in the past and everyone who has expressed their support of elementary CSR, we will start this 2nd grade CSR campaign with a $1000 pledge along with another matching corporate grant of $1000. Please join us if you are able. Any pledge amount--even $25--will help by showing broad support from our community for elementary CSR.
